Default Why is my 2watt radio only 0.83watt? advertised output doesn't match certification specs.

Engineering submitted the specs and the Marketing Dept developed the
packaging...... Somehow, the Marketing folks seem to sleep well at
night, anyway!

How did the 831mW on certification submission turn into 2,000mW on
manual and package?
