Nothing they can do to stop every bit of it. They can (and should) minimize it, and they should make sure that transactions are tracable enough so that legal action can be taken if needed. They need to monitor, and shut down anyone who does something improper. They should really work to make certain that scamsters cannot make up a new name and get back on the system.
