Hy-Gain Rotor control and rotor
 
The Controller has power, the fuse is good,the light's work. It,s stuck at 80 Degree's from true
North.

But

The rotor will not turn!

Is there anything else it could be other than the Rotor or the 8 wire cable.

This unit is less than 1 year old.

Hy-Gain Rotor control and rotor
 
It might help to know the model in question.

Some things to check are the continuity of the wires to the motor
windings, and whether there is a purely mechanical jam. Finally,
most/many rotors have a phase shift capacitor between windings. If
they fail open, everything will look fine, but the rotor will not
develop enough torque to turn the antenna.
