Yaesu FT-50R transmit below 140 MHz ??

I have a FT-50r and love it. However, the US Coast Guard Auxiliary is
moving to new frequencies in a couple of months, including one simplex
frequency at 138.xxx MHz. My serial number starts with 8l3 and I can't
manage to transmit below 140 MHz. I've done the MARS/CAPS mod (removing the
solder bridge) as well as unsoldering resistor #1, with appropriate resets,
to no effect.

Anyone have any experience in this area?? I'm approved on this frequency
but can't get to it with this HT. I also have a VX-150 that works fine but
I'd like the capabiltiy on the 50r also.

Thanks,
Everett
