Default Kenwood at-250, is it rf sensing?

I recently sold my at-250 to a fellow who wants to use it with a ts
830.

I sent him the connection diagram in advance via email, and sent the
manual with the tuner.
He says it doesn't work.

I found out he did not make the cable as he says it should be r.f.
sensing and should work without any connection.

Another fellow told me he is correct.

I dont remember this feature. My recollection is that the tuner must be
triggered by the radio.

Am I correct, or is the at-250 r.f. sensing and will work with ANY rig
without connection?(other than coax of course)
