How about supporting an 85% passing score for written exams?
 
For anything above a Tech. It will still make it easy for someone
to get into the hobby, and see if they wish to advance
in class. If they wish to go up in class, they will pass the 85% test.

How about a USA version of the Canadian solution:

1) No change to license classes.

2) Tech requires Element 2 (Tech written) same as now.

3) General requires a Tech license plus Elements 1 and 3 (5 wpm code,
General written). If Element 3 is passed with 85% or better correct,
credit is given for Element 1.

4) Extra requires a General or Advanced plus Element 4 (Extra written).

No new tests. No extra paperwork other than the VEs determining whether
someone passed Element 3 with 74% or 85%. No reduction in requirements,
just an alternate path.

Why not?

I suggested something similar many years ago - that the Morse
code exam be folded into the written exam and one score obtained.
I think I suggested that the Morse code exam be 20% of the score.
Others wanted the Morse code exam to be 80% of the score.

I made 100% on the First Phone when I was 21: 1971.
First pass.

Took the Advance ham test just for the hell of it; 100% again.

I propose 100% or death.

Better be really confident when you sign up.
