Tech Tech Plus or vice versa?

Saw the FCC press release, merging the Tech and Tech+ licenses. I just want
to make sure that when the FCC says:

"With today's elimination of the Morse code exam requirements, the FCC
concluded that the disparity between the operating privileges of Technician
Class licensees and Technician Plus Class licensees should not be retained.
Therefore, the FCC, in today's action, afforded Technician and Technician
Plus licensees identical operating privileges."

This means that Techs now have Tech+ privileges, not vice versa right?

Not yet ,
Typically, the effective date of an FCC Order is 30 days after it
appears in the Federal Register.
If that's the case, the new rules would likely not go into effect until late
January or early February 2007. That's not clear from the public
notice, however. The FCC can order its decision effective upon release.

The ARRL will provide any additional information on these important
Part 97 rule revisions as it becomes available.

We'll have to wait and see the actual text of the Report and Order but I do
believe that is exactly what is intended. Techs will have to wait until 30
days after the R&O is published in the Federal Register to use those
privileges.

Think about it. If you were a tech plus, and you passed your cw test, and
you were operating
every day practicing cw on 40 meters, do you think the FCC is going to tell
you that you are now a tech and can't operate below 10 meters?

Hummm.... come to think of it that is essentially what happened in the 60's
isn't it, with "incentive licensing."

But these days the tendency is for the FCC to give more priviledges, not
take them away once they were earned.

Federal Register. So it will be more a month yet.
