The "white spaces" announcement was a PR squib.

The FCC has been asking the electronics industry for interest
in various uses of UNUSED TV channel space in localities
for at least two years. Any use of unoccupied local TV
channels does NOT directly affect US amateur radio.

Access BPL however DOES affect US amateur radio in
the amateur HF bands. However, the FCC cannot directly
ban any form of WIRED connections except in the case of
telephone equipment or cable TV services. All that the FCC
could legally do on BPL is to better define the quantities of
permissible RF radiation from BPL systems. The FCC has
done that.

N.B.: Some radio services have been allocated bandspace
left vacant by the cutback of UHF TV channel allotments
several years ago and there have been auctions for
prospective users of the "700 MHz band." Once the
changeover from analog TV to digital TV is complete,
probably in 2009, there will be slightly more bandspace
open. None of that will immediately affect amateur radio.
