Any ideas what is up with this model? How it could be fixed? Is this symptom
experienced by other owners? Is there a recall or firmware update?

Any suggestions would be greatly appreciated.

Contact the manufacturer.

Sangean RS-330 AM-FM digital clock radio:

The minimum volume that this radio will allow is still audible and quite
high. The rotary volume control is turned all the way counter-clockwise, but
volume still persists. Otherwise, the volume control is linear and high
volume is possible.

This is surely deliberate, to ensure that you won't miss an alarm
by having turned the volume down to nil. Our Sony clock radio is
the same. If you want to turn the volume lower than this minimum,
you have to cancel the alarm first.
