There is a program called Graph Paper Printer byu Philippe Marquis in
France. I use it and it is great for making such dials. You can designate
the number of tics, the angle rotation that they cover and the starting
point. Easy to use. I purchased a number of years ago and have not been
able to find it recently. I think there were shareware versions, although I
bought a key for mine. It is great for many different things.

Of course, the best solution is a CAD software package such as Autocad or
TurboCad, but they are not free (not even close!!). I have used a free (demo)
software called Meter (http://www.tonnesoftware.com/meter.html) with great
success. Its intended purpose is to design and print scales for analog meter
movements, but in fact it can be used for anything that needs a circular
pattern. I've used it many times for pot legends, and it works great for that.
An advantage is that it will draw the lines, but also give you a label for the
control (Volume/Tone/Bass/Treble/etc). It will also allow you to select the
number and size of tic marks between the start and finish.

The only caveat is that the trial version allows only ten (10) sessions before
the printing functions stop working. The workaround is to (1) buy the licensed
version, or (2) uninstall after 10 uses, then reinstall. If you're using
Windows XP or Vista, you can create a savepoint just before install, then
restore after the 10 sessions run out. That will insure a clean install for the
next 10 sessions.
