Not being a computer geek, would be this be usable for playing around with
hardware/software to control a PLL and maybe a display for a homebrew RX?

A bit overkill for that. DSP cpu's are good for signal processing such
as digital filtering of audio. Look for a nice AVR or PIC development
board.

Duh!! Stupid me! I glossed right over the DSP part, I thought it
was an earlier Motorola processor evaluation board.
