OK, I've been out of ham radio for a lot of years. What *IS* a voice keyer?

Is this a solid-state voice recorder/player, that lets you can certain
phrases the way a CW memory keyer lets you can CW fragments, to make it
easier to do contesting, or is there more to it?

but I have to highlight the programme to activate the keyer and then
activate the logging programme to log the station. If I had an external
keyer hooked up to the rig it would get over this problem
