is a cap marked 22 with a line under it the same as a 221; 220pf??

Too many different marking systems to tell for sure. I don't install a cap,
resistor, or inductor without measuring it first!

IMHO it is a 22 pF capacitor. The line under the number should mean a
negative temperature coefficient.
