ACMA penalises Best Buy Australia under the Spam Act The Australian Communications and Media Authority has issued an infringement notice to Best Buy Australia for allegedly breaching the Spam Act 2003 by sending commercial electronic messages without the consent of the recipient. In particular, customers received emails from Best Buy Australia, including after they had requested to be removed from its mailing lists. Best Buy Australia paid the $4,400 infringement notice in late August. 'Penalties for non-compliance with the Spam Act can be costly, particularly to a small business working on tight margins,' said Chris Chapman, ACMA Chairman. 'However, penalties can easily be avoided by taking the time to understand the fundamentals of compliance with the Act. This means all commercial electronic messages must be sent with the recipient's consent, clearly and accurately identifying the message sender and providing a functional unsubscribefacility.' Commercial electronic messages can be sent by email, SMS, MMS and instant messaging. Under the Spam Act, potential penalties of up to $1.1 million per day may be imposed by the Federal Court for repeat offenders. 'ACMA expects all businesses, irrespective of their size, to have the necessary processes in place to ensure that all their e-marketing activity is compliant,'Mr Chapman added. As Amateur Radio operators prepared for Hurricane Gustav, the ARRL deployed complete radio stations comprised of industry-donated Amateur Radio equipment, thanks to the generosity contributions of ARRL members to the Ham Aid Fund. The shipping costs for this equipment were covered by the Ham Aid Fund. Created in 2005 to assist with the response to Hurricane Katrina, the Ham Aid Fund is designated to fund Amateur Radio equipment needed for disaster response, including the shipping of equipment to affected-areas. Will Marchant was the moderator of the contact. The children had been involved in different ways in the programming of this ARISS event. Drawings, plays, researches and multimedia products had been produced and collected and were on show the day of the contact. Mario, HB9IRM, the contact coordinator for this ISS contact, decided in favour of a bridge contact and more than 500 students, parents, teachers, visitors and the mass media followed the contact. In addition, Mario set up an audio link outside the sports hall for the visitors of the special event day at the school. At 13:50 UTC, right on schedule, contact with NA1SS was established by VK4KHZ. PROPOSED TABLE OF FREQUENCY ALLOCATIONS INCLUDES CHANGES TO SOME ZS AMATEUR FREQUENCIES. The proposed South African table already includes the expansion of the 40 metre band to 7200 kHz as well as a new allocation of 135,7 - 137,8 kHz in thelong wave spectrum. In the table the limitation that currently exists for ZRs in the 14 MHz bandhas been removed. Some time ago the SARL made a representation to ICASA to have the 160 metre band expanded to 2000 kHz as well as a new allocation in the 5 MHz spectrum. The SARL has also addressed spectrum needs in the 2300 - 2450 MHz band and an allocation in the 3300 - 3500 MHz band, to align South Africa with other parts of the world where this band is being considered for amateur satellite use. The South African table of frequency allocations include an interesting allocation for use by radio amateurs in the 40 MHz band. The frequencies 40,675 - 40,685 MHz may be used for propagation studies with a maximum power limit of 10 Watt EIRP, limited to ZS licensees. The police transmissions have been setting off an expensive network of radio-controlled sprinklers used for parks and road median strips. Worse still, the issue took on a life of its own through radio talk-back programs and other media outlets trying to point blame for the technicalhitch. Then came news that the new emergency system also interfered with radio equipment that monitored the levels of three water towers. Attempts to find a mutually agreed solution appear to have failed so it is off to the Federal Communications Commission for a determination. The purpose of this event is to offer amateur radio operators a fun way to 'Relive the Ride' of their own memories of Route 66, and to celebrate the highway's 82nd anniversary. The U.S. Highway 66 established in 1926, was the first major improved highway to link the west coast with the nations heartland. Through stories, songs, and TV shows, the highway came to symbolize the spirit of the freedom of the open road, inspiring many to see America. According to a front-page article in the Wall Street Journal this week, there are about 100 "fusors" world-wide, of whom at last count 42 had built their own functional fusion reactors. Their gear does run 10kV ion containment systems, and can and well might emit potentially dangerous levels of X-rays and neutrons! Yippee!!!! That does sound like "things Amateur Radio folk might do" with klystrons, a Jacob's Ladder, and the like. Of course, for the moment, the reactors fuse hydrogen, but do not produce an excess of energy; they consume it. Big Bang is an attempt to duplicate conditions that existed one-billionth of a second after the Big Bang that scientists believe created the universe. It's all going to happen on September 10 at CERN, the European Organisation for Nuclear Research and the largest centre of particle physics research in the world which is located in Switzerland. Scientists there will switch on a 17 mile long object called the Large Hadron Collider, which will smash particles together at speeds 99.99% of the speed oflight. It's taken 20 years of preparation, 10 billion dollars and more than 10,000 scientists from 70 countries and been described as the greatest scientific endeavour since the Apollo moon landings - and something that will herald a new era in our understanding of the universe. The experiment will generate 40,000 gigabytes of data each day, which will be analysed by a virtual supercomputer made up of 100,000 processors around the world linked by the internet. Located outside of Geneva, some 300ft below the Frenco-Swiss border, the Large Hadron Collider will blast atomic particles around its 17-mile circumference approximately 11,200 times every second before then smashing them headlong intoone another. Although scientists have been utilising particle collision devices similar to the LHC for some 30 years without incident, concerns over CERN's device have arisen due to it being the biggest and most powerful collider ever built. Opponents fear the $10 billion Large Hadron Collider may create a mini black hole that could swallow our entire planet, us with it! But project scientists have dismissed the fears as "absurd". They will reserve you a copy every month if you ask, but better you actually join the WIA and have it arrive in your home letter box!. Look for the 10GHz microwave dish on the front cover. If you are thinking of building your own 5-element Yagi antenna for the 2-metre or 70 cm band, turn to the very thorough article by Paul McMahon VK3DIP. Paul takes you through the design, construction and testing stages, based on a well-proven software package of his own. It is not easy to get a Yagi with constant gain across the whole amateur band, let alone constant feed-point impedance. But it can be done with know-how, persistence and a little compromise just follow the procedures set out here and see the confirmation plots. Construction details are also well considered and documented, with plenty of practical advice from someone who has "been there and done that." The disastrous earthquake in China, pushed off the front pages by the Olympic Games, was too monstrous to fully comprehend. As reported in this article by Jim Linton VK3PC, amateur radio operators in the devastated area were quick to respond, and were providing emergency communications by the following morning. Not for the first time, radio amateurs filled that vital time gap between a disaster, and the establishment of official reporting channels. And to emphasise that amateur radio is indeed an international movement, audio and video logs from China were displayed to the Global Amateur Radio Emergency Communications Conference in late June. This Conference was held at Friedrichshafen, by Lake Constance in Germany; and the reports from China were presented by WIA President Michael Owen VK3KI, who is also the Chairman for Region 3 of the International Amateur Radio Union. To date only a limited number of countries have had the capability of launching satellites into Earth orbit. The high demand for satellite launches and shortage of launchers has resulted in high prices being charged even for non-commercial educational satellites. However, launch technology is being developed by a growing number of countries for various reasons. On August 17th Iran tested its Safir-e-Omid-1 launcher and a video of the launch can be seen on the BBC website at the URL below. According to reports Iran plans to put a satellite Omid into Earth orbit in thecoming months. As the number of players in the satellite launch business steadily increases then we can expect to see an eventual reduction in the cost of getting asatellite into space. When Scouts want to meet young people from another country, they usually think of attending a World Jamboree. But few people realize that each year more than 400,000 Scouts and Guides "get together" over the airwaves for the annual Jamboree-on-the-Air (JOTA). Modern technology offers Scouts the exciting opportunity to make friends in other countries without leaving home. JOTA is an annual event in which Scouts and Guides from all over the world speak to each other by means of Amateur Radio. Scouting experiences are exchanged and ideas are shared via radio waves. Since 1958 when the first Jamboree-on-the-Air was held, millions of Scouts have met each other through this event. Many contacts made during JOTA have resulted in pen pals and links between Scout troops that have lasted many years. JOTA is held the third weekend in October of each year. JOTA takes place starting Saturday at 0001 hours local time (12:01 AM) to Sunday, 23.59 hours local time (11:59 PM), though some activity continues over from Friday to Monday to take advantage of long distance time differences. The 51st Jamboree On The Air is on 17-19th October. Angus first obtained callsign VK4HGP after attending the radio theory classes of Iain VK4IGM held at the TARC Clubrooms. After a little while Angus then decided to tackle the full call theory with help from Ron Bertrands radioelectronicschool and then obtained callsign VK4XGP. The GP theme in the callsign is significant as Angus was a general practitioner emeritus. Angus really liked short wave listening and making the occasional HF contact. Sadly, Angus will be no longer there to listen to us and we pass on our sincerest condolences to Ian VK4KMD, Shinako VK4YMD and Emily who I am sure are missingAngus greatly. Last weekend some sad news in main stream radio prompted many a ham operator to advise QNEWS that a light plane which crashed into the sea near South Stradbroke Island in Moreton Bay was piloted by non other than the Son of Avid DXer Bill Hempel VK4LC of Mt.Tamborine. Bill is also a member of the SOUTH COAST RADIO AMATEURS GROUP and as their Secretary VK4KD Ken Ayers said " This tragic loss of a 60 year old life is terrible news for our Group and particularly the family and Bill, to whom we offer our condolences." Those who heard the 2007 RD opening address would have heard Bill speak of his own flying activities in and after World War Two which obviously had an effect on Son Barry being taught to fly by his dad at age 12! The weekend not only includes the AGM but also a Monster Auction of Treasure and Delectables, a hearty BBQ on Saturday Evening, a seminar or two about technical and handicraft subjects and the famous Sunday Morning Recovery Breakfast. Gordon states that so far there has been a bit better response but bookings are still down on last year - so don't let the fuel prices make you wimp out of a great weekend ! GOLD COAST AMATEUR RADIO SOCIETY http://www.goldcoastamateurradio.comIRLP Node 6702 Jamboree On The Air The Gold Coast Amateur Radio Society Inc' will be hosting several Gold Coast region Scout Groups on the Weekend of October 18 & 19 for the Jamboree of theAir event. REDCLIFFE www.redclifferadioclub.org.au/ The club house now boasts a range of new antennas including a 2 metre turnstile for satellite work, a hf loop antenna around the club roof, a 6 metre J pole, a 70 cm vertical and a new UHF CB antenna. Thanks to the Wednesday group led by Charles VK4BTC and Peter VK4TGV for the antennas. Peter had enough copper tubing left that he made 5 more 2 metre J poles which are available for club members for the cost of thecopper tubing. Last Monday night, Peter also brought to the club his homemade linear amplifier which was designed by both Peter and Andy Vk4KY. Despite blowing a fuse, the output signal on the CRO showed a good clean output in the order of 300 watts output for 10 watts of input. Peter and Andy are looking to develop the project into a kit built project sometime later this year all being well. Stewart VK4TSB and James VK4TJF ventured into to the sky in Stewart's aircraft over Redcliffe last weekend to take a series of photographs of the Redcliffe area.. Stewart says that the best sight was a very "green" James who we have now found out is afraid of heights. Well done James! As previously reported, Bevan, VK4BCM donated a Children's book on amateur radio, titled "Rescue Radio". The Club decided that the book would greatly assist the students of the Caboolture Special School who have been ably supported by Peter VK4HOY & Alan VK4KZ. Peter VK4HOY who accepted the donation on behalf of the school has now reported that his students have really enjoyed the book and it is one of the most read in the school library.
