MS QSO Party question for April 2, 2016?

Since I know absolutely nothing about contesting, may I ask you guys a few
really newbie questions? Im a MS station located in ALC (Alcorn County);
how do I call CQ to let the out-of-state hams know this? And do I respond
to their out-of-state (or even in-state) CQs with something short and
sweet, like "DE KZ3J 599 ALC TNX SK"? (I also assume its always "599").
I really have no idea what a proper exchange should look like. Thank you!

Operation in Cambodia

Sometime last year I had a conversation with a ham who had operated from
Cambodia and gave me some hints for how to obtain government permission. I
cant find that info now and a possibility of a work trip just came up. Can
someone help me now, hopefully with a specific name, office, address etc.
so I can apply right away?
