I think the FCC made a decision without thinking it through--perhaps pushed to do so by the ARRL call for action to be taken. That's another possibility. By whatever means it happened this one seems to have a "quality control problem" . . . strange . . What will be interesting is to see if the Commission corrects its action or simply attempts to justify it. Or they just publish and go do something else. I don't remember them ever doing a post-publishing "explanation". Then comes the fact that this flap is about a slice of currently very underutilized spectrum space. Which is to say it really doesn't much matter how it gets "refarmed". You're certainly correct that there seems to have been almost no raising of the alarm by General Class licensees.
