I didn't forget. NCVEC obviously did.

Johnny Johnston was THERE (and was the "make it work" guy) when it
happened. He was on the NCVEC committee - how come he didn't pipe up?

Because it would have been electropolitically incorrect. Do you think FCC wants
to be reminded of how waivers came to be in the first place? 'Specially since
Bush 2 is in the White House?

Was there an NPRM? Lawsuits based on ADA? Lots of discussion, comments and
counterproposals?
