No, it is not.

I do know that a change in the 90s made W5/W9XXX
equally vaid as W9XXX/W5 ...


Neither configuration is necessary if a U.S. licensed amateur is operating
within the United States. A U.S. licensed amateur operating under
reciprocal operating authority in a foreign country would sign using the
host nation's prefix plus the U.S. amateur callsign, such as DL2/K3LT,
should I be visiting/operating in Germany.
