Just get a number of hams in an area with mobile units, have them drive around BPL areas engaging in legal HF contacts. I'm sure the legal counsel for the utilities will use posts like this to prove to the Congress that renegade ham radio operators are intentionally interfering with BPL, business and home computer systems.
