April 15, 2004: The FCC released a 100 page combined Amateur
Radio Order and Notice of Proposed Rulemaking which
included, among other things, the ARRL's proposed
2002 "refarming" of the so-called Novice/Tech
Plus frequencies (See Paragraph 11.) and the NCVEC proposed
additional voice privileges over that proposed by the League.

Twelve petitions are ruled on by the FCC in one of 4 ways:
(1) "Proposed" ...amateurs must comment on them by June 15.
(2) Granted the Petition,
(3) Granted in part and
(4) Denied.

None of the eighteen petitions generated as a
result of WRC-2003 (i.e. after July 2003) are included.
