The latest PC Magazine also ran an article on a "Universal TV remote
shut-off" key fob. It contains the shut-off code for over 200 TV models, and
one press of the button sends out all 200 codes. Walk into your favorite
restaurant or sports bar and make it quiet.

I know of at least two upscale restaurants in Chicago that have
used cell phone "silencers" for over a year now.
