A reply to Blapster (K1MAN)
Dear Mr. Baxter,
References to emergency work you allegedly performed 15 years ago are irrelevant to the present complaint # E05 003, now before the Maine Board of Professional Engineers. Mr. Walter Cronkite (The Most Trusted Man in America) has stated bluntly that he has personal experience with your lack of ethics. He does not stand alone in this regard. Section 14 of the MAINE PROFESSIONAL ENGINEERS CODE OF ETHICS states: "Each registrant is charged with the responsibility of adhering to standards of highest ethical and moral conduct in all aspects of practice of Professional Engineering." Robert J. Stolt alleged that your employer terminated you from employment when you repeatedly acted in a threatening manner to your supervisor and to other employees at the job site. You will recall that in February, 2005, the Maine Supreme Court upheld Mr. Stolt's privilege to make that statement. Since you were employed as an Engineer at the time of your firing, Mr. Stolt's statement appears to be highly relevant to the Maine Professional Engineer's Code of Ethics. Section 14 of the MAINE PROFESSIONAL ENGINEERS CODE OF ETHICS also states: "Registrants shall recognize their responsibility to the public and shall represent themselves before the public only in an objective and truthful manner." You have stated repeatedly that the FCC's Chief Enforcement Officer for Amateur Radio is "a cheap and corrupt politician" and a "moron" and you have also referred to him as the "Gestapo Chief for Amateur Radio." You also referred to over 100 of your peers as "Nazi's" and "Brown Shirts." These statements also appear to be relevant to the Code of Ethics. Section 14 of the MAINE PROFESSIONAL ENGINEERS CODE OF ETHICS also states: "Registrants shall not attempt to injure, maliciously or falsely, directly or indirectly, the professional reputation, prospects, practice or employment of other registrants nor indiscriminately criticize other registrants' work." When you referred to W. Lee McVey, PE as a member of the Nazi party, he apparently interpreted your statement to be derogatory and defaming. He stated, "I consider such postings as a serious attack of me personally... meant to demean and detract from my personal and professional credentials." Your statement about Mr. McVey also appears to be relevant to the Code of Ethics. If the Maine Board of Professional Engineers retains you as a member of their organization, after being advised of your activities, that's something they will have to live with. However, I think your behavior is a poor reflection on Professional Engineers everywhere. Therefore, I hope they protect their organization's reputation by disassociating themselves from you at their earliest opportunity. Sincerely, Brian Crow From: Subject: K1MAN Bulletin - 050808A - Date: Mon, 8 Aug 2005 09:24:32 EDT 8 August 2005 Brian L. Crow (K3VR) Complaint # E05 003 Warren T. Foster, P.E. Executive Director Maine Board of Registration for Professional Engineers 92 State House Station Augusta, Maine 04333-0092 Dear Mr. Foster: This is in reply to your letter to me dated 3 August 2005. I find it quite interesting that John F. Kennedy once threatened to use his influence with the FCC against Walter Cronkite and CBS, and now Walter is trying to use his influence with the FCC against me and my Amateur Radio Station K1MAN. (See www.K1MAN.com) None of the issues raised in the Crow "Complaint," however, have anything to do with the practice of Professional Engineering in Maine. My daily short wave radio program has been heard around the world for eighteen years. Despite their professional jealousy, the FCC has no legal grounds to stop it, and I have been trying to get this matter into federal court with the Commission, without success, since 1990. My International Amateur Radio Network (IARN) has been the world leader in amateur radio emergency communication since the 1985 Mexico City earthquake. The State of Maine Legislature officially recognized IARN on 13 March 1990. The official declaration reads: "Be it known to all that We, the Members of the Senate and House of Representatives join in recognizing Glenn Baxter, of Belgrade Lakes who, as a coordinator and ham radio operator for the International Amateur Radio Network and International Amateur Radio Network Peace Corps, has served humankind through his noble efforts to facilitate international communication for the disaster stricken areas of the world; And be it ordered that this official expression of sentiment be sent forthwith on behalf of the Legislature and the people of the State of Maine." * * * * * * * * * * * For this international amateur radio emergency communications work, I was also named as a Distinguished Alumnus of Vermont Academy on 1 October 1993. Again, none of these matters have anything whatsoever to do with the practice of Professional Engineering in the State of Maine. (signed) Glenn A.
