BC895XLT Help Needed

I just picked up this used scanner on eBay to get back into the hobby,
but when I try to program a frequency into a channel as stated under
"Programming Using Manual Entry," I get the display showing "E-LOC"
when I push the Enter button. I get the same thing when I try to
delete a frequency from a channel (there were frequencies already
programmed into several banks, and I've been trying to program a
frequency into an unused one).
Any advice as to whhat I'm doing wrong?

Look on the back of the scanner. What is the position of the Enter
Lock switch?

It's a far cry from small boys in the park, jumpers for goalposts.
Isn't it? Mmmmm. Marvellous.

The "Enter Lock" switch on the back of the scanner is turned on.
See p.20 of the manual.
