Beg to differ. A single sided four-stack projects a response somewhat like a
flat-backed cardiod and will have an overall gain of about 9dB. The
effective coverage is almost +/- 90deg of the pointed direction.

If they want directionality the only option is either a yagi with 3 or more
elements, or a corner refelector.

Generally speaking you need to be some distance from the antenna before you
can see the effects of the directionality.
