Go to the other dealer's sites to check out used radios scanners.

Down load the manuals ON LINE before buying a used radio
to make sure it has the coverage and the features you want.
The reviews at strongsignals have links to manuals.
Having a manual on the computer will help you learn how to us
the radio scanner. If a manual goes missing or dose not arrive with the used
radio, you will have it on the computer. Manuals on line are available
for many other types electronic gear also!
