Sort of. The software let's you program the frequencies, but just like
with the Pro-93/95, the radio is pretty deaf outside it's designed
ranges.

I hate to disappoint you guys, but I'm listening to the Voice of Russia
right now on 17595 kHz on my Pro-96, after having used Don Starr's software
to enable "test" mode. The station isn't booming in; but then it's not
booming in on my Grundig YB400 either. The Pro-96 can hear outside of its
specified tuning range, trust me.

I'm buying a new home, I called Geico for a quote and because I don't
own the house at this time they refused to give me one. They loose, they
could have had my home, and vehicle insurance in one package.

Can "U" hear me "N O W".

Screw Geico. They refused to insure me when I bought a 79 Trans Am. I
had no tickets on my record. Now they WANT to insure my truck. They can
blow me..

The PRO96 seems to have better sensitivity across the band than the older
radios and once the expansion is enabled with the software, the frequencies
can then be entered from the radio's keypad. Early reports indicate pretty
good reception on some of the frequencies at the top of the band. We'll have
to wait for someone to do some measurements to see exactly what the
performance is.

Someone did it. Here are some measurements (with a comparison to the
PRO-95):

There's a "hump" at about 300MHz. A few posts on strongsignals suggest
that MilAir reception is acceptable. (One user indicated that he was
listening to air and tower comms 35-50 miles out).
