I would think they would be on the road map for each city. Thats how it
is here anyway.

3 suggestions:
Find the name of the County Fire Chief (Should be on the County's web page)
for each county and write to him personally and ask if he knows where you can get a
map.

Write to the President of each County's Board of Supervisors and ask if they
have such a map that is available to the public.

Contact the O.E.S.(Office of Emergency Services) in Sacramento to see if they
have maps available.
