Also it will receive broadcast AM & FM stations, and shortwave stations. A
far cry from a 'normal' scanner.

I have a handheld scanner with continous coverage from 100khz to
2.060Ghz with modes NFM, WFM, AM and SSB known as 'Trident TR-2400' and
sold under other brand other names such as 'Albrecht AE300'(wich is
mine). And I bet this IS a 'normal' scanner. It scans with 24 steps/sec
with preprogrammed or selfprogrammed stepwidth of 1-999khz from every
frequency you want it to start.
On the other hand the ICOM PCR-1000 -wich has very good scanning
capabilities- is named a 'communications receiver' by ICOM.
So where to make a dividing line....? :-) It's just the way _you_ use it.
