Note: Radio Shack has the police call frequency guide (with the entire
nation on CD) on sale for less the $10.

Radio Reference (http://www.radioreference.com/modules.php?name=RR)
has pretty much the same info, and it's free.

It has an excellent introduction
to trunked radio etc... in the front matter.

There are many explanations of trunked radio on the web.

That price, again, is $0.00.
