Will it be P-25 or some other modulation type?
What is the chance of a iDEN capable radio scanner or Pro-Voice?

Not feasible, for technical reasons. You'd need to know the time slot
you want to listen to, for openers. And when the call switched to
another cell, you'd lose it.
