I suppose it's not legal to build your own scanner.
Maybe it depends on your are laws.

However, it's absolutely possible to design something. You must specify what
you want to listen. i.e. frequencies and modes.

If your target is a low-cost AM/FM scanner, some good design works with a
satellite tuner (widely availble from old sat. demodulators).

Otherwise if you plan to design a scanner with very good performances, it's
more complex and requires some good knowledges in RF designs.
I'm starting a project with a DDS/PLL module able to generate 1 to 2 GHz,
1Hz resolution generator which will be the core of a scanner / spectrum
analyzer. Not so simple but performances will be better.

However, to listen to the PMR around your location, the tuner versino may
give some good enough results.
