They are frequencies used by cellular telephones.

Google is your friend.

Frequencies that land between 868.9375 and 896.1125 - and between 823.9375
and 851.1125

You know! The ones blocked out of your scanner.

In Merrilville indiana(next to Gary In & Chicago) the FBI uses 170.500
analog in the clear in a system that seems to me trunked with maby 3 to 5
other freqs but they use 170.500 for survailance and it is very active and
most of the time seems to be in use as a simplex channel being that i can
hear both sides all the time through the mobil relay.Does anyone know any
more about this system?

After they read your post, they will not be in the clear.
