On the cheap, under $100?
 
I'm interested in receiving only the dispatcher on an
800 mhz trunked system. Whats the cheapest way this
can be done. Even a cheap "kit" is not a problem.

I own a Radio Shack Pro-91 hand held scanner that I bought for $75.00
(including the users manual too) at a pawn shop in 1997 and the scanner
still works as good as new.Is there a website which has instructions for
programing my scanner for many more frequencies?

Try a search at radioshack.com for the instruction manual.

If you know someone with a PC you can down load the manual free in PDF from
RS.

The users/owners manual came with my Pro-91 scanner when I bought it at
the pawn shop.I want to know how or if I can program it for a lot more
channels that it isn't suppose to get.Such as like Pro-51 scanners can
be programed.

I take it what you are after is being able to pick up cell phones? I have
seen ads for people that "claim" they can un block the blocked channels, but
I would be dubious about sending them my money. If you try I would ONLY deal
with someone who will accept a credit card. You need to remember before you
spend money on this that you "may" hear next to nothing if you do manage to
un block the cell frequencies. There is very little left on the old analog
network as so much has gone digital which you can't pick up. Even with the
old scanners that would pick up analog cell it was often hit and miss trying
to follow a call, and range was VERY limited.
