Cleveland Police in Ohio
 
Anyone know of any system that will monitor Cleveland Police in Ohio? It
uses a Digital ASTRO system. I know there is a link that allows you to
listen online, but it would be nice to find a scanner with this capability.

Ask the person who put the online system up what radio they use!

Cleveland is the only user in the area that is still using VSELP. Akron,
Canton, Lake County, and Ohio MARCS are all using P-25 Digital
modulation that can be monitored by the current digital capable scanners
on the market. There is no P-25/Digital activity in the Youngstown

Cleveland, Akron & Youngstown, areas are using the OLDER VSLEP encoder
v. the newer P.25 or IMBE vocoder and is NOT MONITORABLE (nor is the
release of decoder for this older proprietary format likely, Motorola
also is no longer supporting and encouraging its laggards to upgrade
for $$$$) at this time with any of the present digital scanners.

With the rebanding of 800MHz its possible that the older radios these
systems use will be PERMANENTLY END OF LIFE'd and thus need replacing
as they can not support firmware or flash upgrades for the new band
plans and thus they will be replaced with newer P.25/IMBE digital
radios that the various Uniden & GRE/RS digital scanners can handle.

The online source is using a real receive only Motorola programmed
radio to decode the audio.
