Go with the Bearcat 396T for a portable.

Go with the BC796D for a Base/Mobile.

These are the top of the line Uniden scanners. They have trunking and
digital capabilities if you need them. They can scan conventional channels.
Don't settle for a cheaper scanner that doesn't trunk trac or follow digital
systems. Good luck.

I live in a small MN college town about 70 miles south of the Twin
Cities. Will all the features of the units you recommend be
over-kill. If not, fine, just trying to be sure about the equipment I
start with.

I was thinking of getting this

Good idea?

Better to have the features if you need them at a later time than to waste
money on a scanner that may be a paper weight once 800 MHZ rebanding happens
or your local agency goes digital.

Have you tried RadioReference? See if this link gets you there, from
there you have to know the counties interested in;
You may have to join, but it is free (donations excepted). If you tell
me the exact area....County, City, perhaps even the College you are
interested in, I can be of better help with frequencies, and the type
of scanner.
