Steady UHF interference, CT

Anyone have a clue what could be causing a steady around the clock
one-second interval ON/OFF CARRIER on UHF? It seems strongest at
463.600 and comes in on NFM WFM and AM modes. It covers a good 2-3 mile
radius in a hilltop area, and seems no stronger at my house than 2
miles away. I can't seem to locate the source, it has many harmonics
and pops up all over UH. With a decent outside antenna, it interferes
with HF as well. Knocks the front end of scanners useless for UHF. Very
annoying. I live on a hilltop. Would it be a relay link of some sort?

Area: Chippens Hill - Bristol, CT

Take a portable receiver that's receiving the interference, walk
around until it gets really strong, take off the antenna and walk
around until it gets really strong again. You'll be pretty close to
the source at that point.
