Better re-read it. That's not an 'ARRL proposal'.

nor does it adress code testing that is still to come


Last line:

"The R&O does not include action on WT Docket 05-235, the proposal to eliminate
Morse code as a testing requirement. FCC action on that Docket is still
pending."

I for one hope that they will continue to at least require 5 WPM testing for all
ARO licences.
