This person has a slight Southern drawl. Considering the strength and
clarity of the signal, I would guess it's a MILCOMM somewhere in the South
East of the U.S.

Seems to me the frequency is 6739 USB. It's a GCCS ex-GHFS frequency. I heard
Andrews up with the frequency list at 1301. One will hear a lot of encrypted
messages on the frequencies(s).
