It's a non-binding resolution by one house of the Vermont Legislature
(the state senate)

Only the U.S. House of Representatives can impeach a U.S. official and

2) A constituional amendment needs to be ratified by 3/4 of the state

Before 1913 and the passing of the 17th amendment the U.S. Senate was
elected by state legislatures. If a U.S. senator (and I believe
representative but that's only a 2 year term) leaves office then the
governor appoints a replacement for the rest of the term.

Let me give you a *direct* quote from G.W. Bush on the deck of the
carrier on May 1, 2003, his -first- sentence as a matter of fact:

"Major combat operations in Iraq have ended" sounds close enough to
saying the fight is over to most people, other than maybe a little
'mop-up' and contractors doing rebuilding. Most people upon hearing that
would -not- expect that 3400 were yet to die. Most people would not
expect to be going into Year Five. Yup, "Mission Accomplished", all right...
