Most likely a coastal radio station involved with maritime radio traffic.

I am copying this station 5X5 at 1:54 GMT; unsure about the ethnicity
of the female announcer. What is the native language of Libya?

Michael

Actually it sounds like she is saying "olivia radio" or "olibya radio"
or something phonetically similar.

Michael

OK, then that would be Olympia Radio out of Greece, formerly known as Athens
Radio.

She announces in a Slavic-sounding language and then English. Can anyone
tell what is this language?

Michael

If it is indeed Olympia Radio, then the language would be Greek. Not so sure ow
Slavic that might be.

Indeed, that fits what I am hearing. So the language is Greek...

Thanks

And a web search turns up may hits regarding its function:

“It's an ordinary maritime station with an English and Greek
identification loop. The 4 digit numbers are channel designators
like 1601 (1. channel on 16 MHz: ship 16360, sho 17242).
No beacon, no number station, no mysteries at all.”
