Odd voice station on 13.560.

Any guesses as to a prirate, HiFer gone wild or an out of band SW
station.

elevated radials.

Radio Astronomy Service : 13553 kHz - 13567 kHz
with a Centre Frequency of 13560 kHz

Should be no International Shortwave (HF) Radio
Broadcaster there ~ RHF
