Even if the 1430 facility continues to operate, stations changing frequency commonly run the new facility way before changing over to do field strength readings (it's directional) and to test equipment. So, when looking at what is authorized for 650, the VA station is definitely a possibility until proven that it is either not built or was not on the air at the time. |
