where is this coming from?

Also, on 9580, African French language broadcast with some music-- who
that?

My guesses would be:

9580 is Afrique Numero Une out of Moyabi, Gabon in French. Regularly
sends a strong signal out to N Am.

9700 is probably Voice of Turkey in Turkish, with a whole lot of
mideastern-sounding music.
