FWIW - On 7,407.5 kHz @ 06:15 ~ 06:18 UTC

All I heard was a clear CW Tone about every second
with an S9 Peak at the Tone and an S7 background
noise level on the Frequency.

Re-checked 7,407.5 kHz @ 07:15 but could not hear
any CW Tone and the background noise level on the
Frequency had dropped to around S2.

RHF is a huge help to people on this newsgroup, he finds answers and
provides links regularly.

That said, the issue is about the needed power. Whatever
power is at the transmitter, it will be terribly attenuated.............
