"When?"

A lot of Africa already has broadband. Where the standard of living is
relatively high, Africa has similar broadband adoption as, say, parts of
the US. Only recently has broadband adoption in the /US/ been anywhere
near the world average.

It helps to remember that much of Africa is very close to Europe, and
the rest is relatively close to China. Both have been trading with
African nations for a long time.

They are skipping the part where every telephone has a 22 g pair of
copper wires attached. From drum signals to 4G in one fell swoop.
