This was not a 'planned' Action -but- it could have been predicted as a potential outcome of placing these Ohio National Guardsmen who were Un-Trained for Urban Crowd and Riot Control in this Critical set of conditions. Urban Riot Police Trained and Skilled in Protest and Crowd Control should have been used and drawn from varrious Cities in the State of Ohio to deal with the Protesters {Rioters} . The 'panic' of the National Guardsmen resulted in what was Indiscriminate Shooting and the Accidental Deaths. Today the Next Generation of Protesters {Rioters} come with Filled Backpacks and Masks : Ready to Do War On Society and Battle with the Police.
