ammended its technical application, and will be a licensed station as
opposed to a permit based station... a signficant change of class in Mexico.
All of this is sitting at the SCT right now.

And they can not jam a signal that is not legally required to be protected
in their coverage area.

The argument is simple: KPFK is protected ONLY to the extent of the

"illegal." It is so legal that it was approved years ago by the Comisión
Mixta of US and Mexican authorities which governs the border zone; Mexico
has a right to use the spectrum, too.
