Numbers station out of control, 17350-550kHz

Wow, from 17350 kHz to 17550 kHz this afternoon, May 8 2008 circa 1700
UTC, there's the usual spanish-language numbers station, but it's
horribly splattering all the way from 17350 to 17550 kc, and very
loudly too (20db over S9 over the whole 200kHz). It sounds like it's
superimposed with this awful near-supersonic square wave. My QTH is
right outside Washington DC.

The voice is the usual Spanish-language woman's synthesized voice for
numbers stations.

What's the deal? I don't think it's jamming of a numbers station...
it's like the numbers station really is modulating over the entire
range. Has a numbers station been repurposed to do jamming?

And while jamming can take out 10, 20, 30 kHz at a stretch, I've never
heard jamming applied over 200kHz before.

And I thought I've heard some crappy third world transmitters before,
but this one takes the cake, especially as it sounds like it's in my
backyard :-).
