Reporting an S-Meter Reading ? S9+10db ? -or-just- +10dB ?

I'd disregard them myself and not report it at all. You can have
S9+20db and still have an unlistenable signal. You can have an S3 and
still be able to enjoy the broadcast.

Broadcasters are interested in how you are able to listen to the
program in plain English (or the language it was broadcast in). A
report like, I was able to hear your news program at the top of the
hour clearly but there was some noise in the background that would be
quite loud at times. Or "your signal was booming in but because of
interference from xxxx, I was unable to keep listening to your
broadcast". That is the information they want to hear. Not SIO of 333
or S9+20db

Just write your reception reports in clear language my friend.
