Katrina was a Category 3 storm when it got NEAR new Orleans. They eye
passed about 15 miles to the east, leaving New Orleans on the "clean" side.

D'Oh! the Back Winds from Katrina and the resulting
Tidal Surge from Lake Pontchartrain is what Flooded
the City of New Orleans due to inadequately built
Levees.

1 - Building a City in the Path of Hurricanes below Sea Level

2 - City and State Governments using Federal Money that
was designated for Protective Levees to instead build
Gambling Boats and Yacht Harbors

Mr. Bush was the head honcho during the period in question. If Federal
funds were being abused it was his responsibility, as well as Congress',
to remedy that situation.

The Army Corps of Engineers were found negligent and Homey was Commander
in Chief during the period in question.
